Sorry to be a scaremonger but The format of this is time related and therefore speed related. This may have a bearing on your insurance cover?

This is time bound in that has set time for start and set time to be finished by - as do any other number of events. There is no requirement to cover any set distance or visit any set number of locations - the choice of what you do in that time is entirely up to you - so I would suggest that you are wrong to infer that it is therefore speed related. As to its bearing on your insurance cover, whether taking part in any scatter rally is covered by your insurance will vary depending upon which company you are insured with.

Having spoken to most of the major motorcycle insurance companies over the past years I know that most do not offer cover for 'rallies' - the only one who seemed to include cover for scatter rallies is Footman James, whom I then insured myself with. The ACU obviously recognise this on the National and Welsh rallies (the format of which encourage people to cover set distances within a set time by establishing set criteria for certain awards, and could therefore be said to be speed related), and offer 3rd party only insurance on the day. I have never been convinced this is a good idea - by taking out this insurance you are therefore stating you are taking part in a rally and negate your own, probably higher level of cover, insurance.

Personally I have never heard of anyone having difficulties with their insurance company following an incident which occurred while on a rally. As far as they are concerned you were out on a ride on your bike.
